The Jefferson Parish Sheriff’s Office says 60-year-old Donell Bluain has been convicted for a series of rapes committed on the Eastbank of Jefferson Parish in the 1980s.
Donnell Bluain was convicted for the rapes that happened between 1985 to 1986. JPSO says between 1985 and 1986, they received multiple reports of various crimes, including home invasions, peeping tom incidents, rapes, attempted rapes and burglaries in nearby neighborhoods.
The sheriff’s office says the victims all gave similar incidents about a man entering their home through a window before assaulting them, which led JPSO to believe that the crimes were being done by the same person.
JPSO Cold Case Detectives reexamined the investigation and discovered the results matched Bluain and learned at one point he moved out of state.
Based on the physical evidence and other investigative findings, detectives obtained arrest warrants for Bluain in late 2023 on six counts of aggravated rape. He was subsequently indicted by a Jefferson Parish grand jury in July 2025. It took a jury about 45 minutes to convict him. Bluain’s sentencing is scheduled to take place later this month.
